The conference will begin at 9 a.m. and will be held in the Oval Room on the 43rd floor of One World Trade Center in Manhattan.
The Port Authority has been a strong proponent of developing a regional plan to create a rail-freight barge network linking New York and New Jersey. The agency believes that transporting goods on rail-freight barges will reduce truck traffic and road congestion.
The agency is offering $75 million in seed money to revitalize the rail-freight barge system across New York Harbor, and the conference is an attempt to reach a regional consensus on the best use of the money.
