He said the program "will allow the airport to accommodate continued growth while serving as a model of customer service.
"We're sure that our customers will be pleased with the results," Mr. Kelly said. "And we've taken steps to minimize the inconveniences the construction will cause."
Mr. Kelly said the Port Authority is building two new parking garages, to add about 3,500 spaces. New roadways are also being built. During construction, however, 540 parking spaces will be eliminated temporarily in the Terminal C parking lots.
To make up for the temporary inconvenience, Newark Airport is creating 240 new spaces in Parking Lot D, and the airport recently added 300 new valet-parking spaces near Monorail Station E - where daily parking costs less than in the Terminal C Daily lot.
In an earlier project, Newark International Airport has also added more than 3,000 new parking spaces since 1998. The airport has nearly 18,000 on-airport parking spaces.
Mr. Kelly said a major element of the redevelopment program is the expansion and renovation of Terminal C. Continental Airlines will further develop the million-square-foot facility by an additional 600,000 square feet, and convert it into a three-level facility with two levels for departures. It will house a new concourse with 12 widebody gates, all-new retail areas, and customs and immigration facilities.
"During construction," Mr. Kelly said, "we'll do everything possible to minimize inconvenience to our customers and keep them informed as the work progresses."
And, Mr. Kelly said, on or about November 29, the back entrance to the Terminal C parking lots, off Tower Road near Monorail Parking Lot E, will be closed permanently. Other entrances to Terminal C parking will remain open, but will be relocated.
Motorists should allow extra travel time if they're planning to leave their cars at the airport, should be prepared to park in different lots, and may find heavy traffic on airport roadways.
Mr. Kelly offered the following tips for if the Terminal C Daily Lot is full:
--> Use the on-airport Valet Parking service located at the Parking Lot E Monorail station. It costs less per day than Terminal C Daily parking.
--> Park in Daily Lots A or B and take the Monorail from inside Terminal A or B to Terminal C. Newark Airport also provides free van service from Daily Lots A and B to Terminal C.
--> Park in Monorail Lots D or E and take the Monorail to Terminal C.
--> Park in Economy Lots G or H and take the free shuttle bus to the terminals.
"Our best advice for customers during construction," Mr. Kelly said, "is to plan ahead and allow plenty of travel time. Before you leave for the airport, call 888 EWR-INFO, and press 22 to find out which lots have available parking spaces. Or call 800 AIR-RIDE for a complete list of ground transportation alternatives."
Also included in the Newark Airport's construction program are roadway improvements to speed traffic to and from Exit 13A of the New Jersey Turnpike; expand the capacity of the main entrance and exit ramps; and provide direct access to the parking lots near the passenger terminals.
